GENERAL PURPOSE
The Intake Technician 1 is responsible for clerical support of the County of Northampton’s Domestic Relations Section program, performing varied assignments which require knowledge of the County, the Commonwealth’s domestic relations program and legal requirements, and the Pennsylvania Child Support Enforcement System (PACSES).

SUPERVISION RECEIVED
This position reports directly to the Intake Technician Supervisor or DRS Interstate Supervisor.
    
SUPERVISION EXERCISED
This position is not responsible for the supervision of other employees.

ESSENTIAL DUTIES OF THE POSITION
Interviews clients to obtain pertinent information to complete a petition for support, or to amend, revise, or terminate an existing support order, and to clearly communicate the client’s request for a petition in an accurate and concise manner.

Utilizes translation services when needed.

Schedules appointments for clients, answers questions and/or directs clients to other service agencies.

Explains the Commonwealth’s domestic relations support processes and procedures.

Establishes the case file for each new case established through petition.

Determines what type of petition is required, based on the information provided by the client, and whether paternity needs to be established.

Determines whether the County has jurisdiction, or whether the case needs to be referred to a foreign court for action.

Determines and verifies plaintiff’s address/employer information and conducts search inquiries to obtain updated information on plaintiff’s address/employer.

Updates the Pennsylvania Child Support Enforcement System (PACSES) with new/current information, and reviews for removal of outdated information. Collects and updates health insurance.

Verifies and processes locate forms generated through PACSES, and reviews responses received from PACSES and postal service on address and employer information.

Prepares form letters to postmasters, employers, and others seeking information of the location of a plaintiff.

Prepares schedule sheets to ensure proper service.

Reviews and processes petitions received as a result of Alimony Pendente Lite action, online filings, and attorney filings.

Contacts foreign tribunals to discuss the status of cases and/or obtain information.

Monitors incarceration (rehabilitation) status until scheduled or closed.

REQUIRED MINIMUM QUALIFICATIONS

EDUCATION & EXPERIENCE – Completion of a high school, or general equivalency diploma; AND

At least one (1) year of clerical experience in an administrative, professional, governmental, or judicial setting.

KNOWLEDGE, SKILLS, AND ABILITIES  
Knowledge of the policies, practices, and procedures involved in a county domestic relations child support program.

Knowledge of the organizational relationship with Domestic Relations Court and related programs.

Knowledge of functions, operations, and procedures of the Commonwealth’s central child support collection program.

Knowledge of the Uniform Interstate Family Support Act (UIFSA) for filing petitions outside the Commonwealth.

Skill in interviewing clients to obtain information needed to prepare a proper petition.

Skill in requesting and gathering information from the child support computer system and other sources, and in responding to a variety of individuals and clients on child support matters.

Skill in organizing workload, determining priorities, and completing processing requirements and timeframes. Ability to prioritize work despite interruptions.

Ability to compile and prepare petitions, and to understand paternity requirements and other child support information.

Ability to input, access, and interpret computer data.

Ability to establish and maintain effective working relationships with associates, callers, visitors, clients, and representatives of other offices.

Ability to read, write, speak, understand and communicate in English to perform the duties of this position.    

TOOLS AND EQUIPMENT
Telephone, personal computer (including word processing and spreadsheet software), calculator, writing implements, fax machine, copy machine, and paper shredder.

PHYSICAL DEMANDS
While performing the duties of this job, the employee is frequently required to walk, sit, talk or hear.  

The employee must occasionally lift and/or move up to twenty-five (25) pounds.
